Who We Are

Sean Joyce

Founder & CEO
Sean Joyce founded Atlas Crossing in his basement on Capitol Hill with the mission to create a top-tier public affairs firm that crafts successful policy campaigns by merging them with robust communications programs and effective political outreach. Five years into his journey and many incredible clients later, Atlas Crossing continues to grow and has been named a ‘Top Performing Lobbying Firm’ by Bloomberg Government for multiple years. Over the past 15 years, Sean has established a noteworthy career in Washington, DC combining legislative expertise, crisis communication skills, coalition management, and corporate client experience. Sean has earned a reputation in the public affairs space as a thoughtful and effective advocate with long-standing relationships with key players in Congress. Prior to starting Atlas Crossing, Sean served as Chief of Staff for Chairman Patrick McHenry (NC-10). During his time with Congressman McHenry, he oversaw the nexus where politics and policy met communications and stakeholder outreach. Sean honed his legislative successes when McHenry was tapped as the Chief Deputy Whip by Majority Whip Steve Scalise (LA-1). During his time on Capitol Hill, Sean held various Senior Staff positions for Transportation & Infrastructure Committee Chairman Bill Shuster (PA-9), including Legislative Director, Communications Director, National Security Advisor, and Campaign Manager. Sean has extensive experience managing national advocacy campaigns and continues to serve as an outside advisor to many Members of Congress. Committed to impactful advocacy, Sean Joyce also currently serves as the Executive Director for the Shippers Coalition, comprised of 80+ companies, including agribusinesses, chemical companies, transportation services, shippers, retailers, beverage companies, and aggregates like Procter & Gamble, Scotts Miracle-Gro, Coca-Cola, American Chemistry Council, Tyson Foods, International Paper, Anheuser-Busch, PepsiCo, The Home Depot, Niagara Bottling, National Cattleman Beef Association, and Dairy Farmers of America, to name a few. Sean lives in Arlington, Virginia, with his wife, Natalie, and their two children, Genevieve and Jameson.

Matt Mika

Vice President of Government Affairs
Matt Mika joined Atlas Crossing as a Vice President of Government Affairs, bringing two decades of experience in Washington, D.C., to the team. Mika oversees a wide range of issues, such as agriculture, energy, tax, transportation, and the environment, to name a few. Mika’s vast experience both on legislative issues and political strategy assists our clients’ initiatives to the fullest extent. Before his time at Atlas Crossing, Mika spent the last 11 years with Tyson Foods’ Washington DC office, most recently as the Director of Government Relations. Prior to his time at Tyson Foods, Mika worked for a Washington-based trade association and three separate Members of Congress. Additionally, Mika has extensive government experience at the state level, including in the Michigan state legislature as a staffer for former Lieutenant Governor Dick Posthumus. Mika has run several successful political campaigns, including local, congressional, and statewide campaigns, and was part of the advance team for President George W. Bush. Matt is an avid sports fan and currently serves as a commissioner of The United States House Softball League (USHSL) and the lead Republican coach for the annual bipartisan Congressional Baseball Game. He is also the Director and President of the Washington, D.C. Chapter of the Sports Business and Leadership Association.

Chris Sweet

Vice President of Government Affairs
Christopher Sweet joined Atlas Crossing as a Vice President of Government Affairs, bringing nearly 12 years of experience working in the U.S. House of Representatives. With a deep understanding of the appropriations process in Congress, Chris helps our clients successfully obtain language and funding for their priorities, across various issue areas and subcommittees. Prior to his time at Atlas Crossing, Chris served as Deputy Chief of Staff and Legislative Director in Congressman Mario Diaz-Balart’s (FL-26) office. Chris was the principal advisor for the Congressman on issues before the Committee on Appropriations. Throughout his tenure he was responsible for a broad array of issues including transportation, energy, the environment, foreign affairs, homeland security, financial services, and science and technology. Prior to joining the Congressman’s office, Chris served as an aide to Delegate Tim Hugo of Virginia. Chris maintains close ties with Appropriations Committee Members and their staff. Chris is originally from the Washington, DC area and currently resides in Fairfax, VA with his wife and three children. He attended George Mason University, where he graduated with a Bachelor of Arts degree in International Affairs, as well as a Masters of Public Policy degree. At Atlas Crossing, Chris helps develop legislative and appropriations strategies for our clients. He has a deep understanding of the Appropriations process in Congress, and helps our clients successfully obtain language and funding for their priorities across various issue areas and subcommittees. He has close ties with Appropriations Committee Members and staff, as well as the Florida Congressional Delegation, among others. Chris is originally from the Washington, DC area and currently resides in Fairfax, VA with his wife and three children. He attended George Mason University, where he graduated with a Bachelor of Arts degree in International Affairs, as well as a Masters of Public Policy degree.

Chris Eddowes

Manager of Government Affairs
Christopher Eddowes brings nearly a decade of high-level strategy and policy making experience to Atlas Crossing as Manager of Government Affairs. Chris advises clients across a range of issues including health care, energy, consumer data, and sustainable technologies, and infrastructure. He develops legislative strategies, leads engagement with Capitol Hill, and offers tactical counsel tailored to fit every client’s initiatives. Chris’s deep knowledge of the legislative process enables him to provide strategic counsel to all Atlas Crossing clients. Prior to his time at Atlas Crossing, Chris served as Senior Advisor for Congressman Lloyd Smucker, where he managed a portfolio that included a broad area of policy issues including appropriations, energy & environment, national security, agriculture, and trade issues. Additionally, Chris managed the Transportation and Infrastructure portfolio during Congressman Smucker's tenure on the Transportation and Infrastructure Committee. In these roles, he crafted policy solutions to address issues raised by constituents and industry stakeholders. Chris frequently worked across the aisle with House and Senate offices, Democrat and Republican leadership, and executive branch counterparts to identify and achieve strategic policy and regulatory outcomes. Prior to his roles on Capitol Hill, Chris worked on a successful congressional campaign in Pennsylvania as the Grassroots Director. Chris lives in Maryland with his wife Elizabeth, and their English bulldog, Bode.

Alexis Oberg

Director of Government Affairs
Alexis Oberg serves as the Director of Government Affairs at Atlas Crossing. Alexis develops and executes legislative strategies to help our clients tell their stories to Members of Congress, their staff, and Administration officials. She has a strong understanding of how to build clients’ brand awareness and advocate for their policy priorities. She provides strategic counsel on a wide range of legislative and regulatory issues, which includes appropriations, financial services, education, technology, homeland security, and transportation. Alexis joined Atlas Crossing in 2019 from Georgia Governor Nathan Deal’s Administration, where she worked in his policy office for half a decade, most recently as his Policy Advisor. In that capacity, she advised the Governor on a range of policy and legislative issues and represented his interests before state agencies, the General Assembly, and various boards and commissions. In 2022, Alexis was named one of The Hill’s Top Lobbyists. Alexis is a native of Atlanta, Georgia, with close ties to the southeastern Congressional delegation. She holds a bachelor’s of science in Political Science and International Affairs from the University of Georgia and a master’s of Public Administration from Georgia State University.

Chris Kim

Legislative Assistant
Christopher Kim brings strong legislative understanding and research skills to the Atlas Crossing Team as a Legislative Assistant. Chris provides data-driven research, specifically diving into the deep fundamentals of every issue that impacts our client’s success. Chris provides real-time updates on day-to-day activities, both on the legislative side and the regulatory side, to ensure that our clients understand the full picture of the main issues that impact their business. Chris joins our savvy team of Lobbyists and offers critical insight on legislative initiatives during our client fly-ins. Chris helps manage all client Washington, DC fly-ins and advocacy days on Capitol Hill and at the White House. Before his time with Atlas Crossing, Chris spent time at Potomac Strategies Development and in Congressman Bill Huizenga’s office. These opportunities have allowed Chris to fully understand the need for real-time, accurate research to keep up with the pace of the Hill and the Administration. Not only does he have the official-side experience, but he has also worked on several campaigns, which have provided him an understanding of the full spectrum of politics. Chris graduated from George Washington University with a BA in Political Science, and lives in Washington, DC.

Jane "Chessie" Kay

Business Operations Specialist
As Business Operations Specialist, Jane “Chessie'' Kay oversees the planning and execution of Atlas Crossing’s administrative and business operations. By bringing a broad perspective and fresh mindset into the intersection of business and government, Chessie assists the Atlas Crossing team in bringing top-tier client services to every client. In addition, Chessie works with the CEO to manage client Washington, DC fly-ins, event coordination, and fundraising efforts. Atlas Crossing frequently hosts political events for Members of Congress. Prior to joining Atlas Crossing, Chessie was with political consulting firm TAG Strategies, where she gained experience in fundraising strategy, crafting influential and informative content for political campaigns, and client management. Prior to that she spent time in Congressman Michael Guest’s (R-MS) office. Chessie is originally from Glen Ridge, NJ, and currently resides in Washington, D.C. She attended the University of Mississippi, where she graduated with a Bachelor of Arts in Political Science and Government.

Brad Gentile

Senior Advisor
Brad Gentile has spent nearly a decade in public service and has developed strong relationships throughout Washington on both sides of the political aisle. Most recently, Brad served as Chief of Staff for Congressman John Katko, a member of the U.S. House of Representatives and the Ranking Member of the House Committee on Homeland Security. While Brad ran his operation, Congressman Katko was recognized as the most productive first-term legislator in 27 years. Prior to that, Brad served as Deputy Chief of Staff and Legislative Director to U.S. Congressman Chris Gibson, and as a Legislative Assistant to former House Speaker John Boehner. Throughout his time in Washington, Brad served as the chief policy and political advisor to members of Congress where he crafted, negotiated and helped pass numerous policy initiatives. Brad has worked with, and overseen some of the most competitive and successful congressional campaigns in the country, building a reputation for his ability to protect incumbent candidates in targeted races. His political experience includes: raising and managing millions of dollars, coordinating with party committees, and overseeing strategy and content. Brad has extensive experience in media training, strategic communications, speech writing, and media relations.

Zach Howell

Senior Advisor
Zach Howell has spent more than a decade working in public policy and politics, with experience across multiple disciplines, including communications, legislative strategy, campaign strategy, and organizational leadership. Zach spent more than 8 years on Capitol Hill, serving multiple Members of the House of Representatives handling a portfolio that spans the policy spectrum, including in transportation, homeland security, financial services, data privacy, and foreign affairs. Zach joins the team from Marriott International, where he served as Director of Federal Government Affairs, helping to guide the company through the challenges posed by the current economic and public health crisis. Before leaving the Hill, Zach most recently served as Legislative Director and then Chief of Staff to Congressman John Katko, and previously held roles in other offices as a press secretary, communications director, and legislative assistant. Through this varied experience, Zach has developed strong relationships across party lines and has thorough hands-on experience crafting legislative initiatives and communications strategies, building relationships, and providing sound guidance in challenging political environments. Prior to his time on Capitol Hill, Zach worked on a presidential campaign, serving on the ground in Florida and New Hampshire, and served as the elected leader of a nationwide youth political organization.
